No, a partner is not needed, but is recommended for two reasons.
1) It fosters a competitive environment.
2) You can use a partner to help with the resistance module work.
However, for the resistance module, you can also use doorknobs, fences, hooks, or something similar, or a parent, friend or training partner. Or, you can double the reps and do each drill without any resistance equipment.
Equipment is RECOMMENDED, but not required. The resistance module, especially should, ideally be done with a band, but can be done just bodyweight as well (just double the reps).

ABSOLUTELY! This will help your explosion overall, which will have large effects on your vertical jump.
Obviously, keep in mind that your technique, form, strength etc. all have a large effect on your vertical jump, but this explosive work will have a large effect, not only on your athletic foundation, but on your vert (especially off of one leg).
